Class 1 vs. Class 2 vs. Class 3: what actually changes?
The three-class system separates many low-speed electric bicycles by how the motor assists and when that assistance stops. It is the best first filter for shoppers—but it is not a nationwide permission slip for every road, trail, sidewalk, park, or bike lane.

The important distinction
Federal product rules and state riding rules are not the same thing.
Federal consumer-product rules define a low-speed electric bicycle for CPSC bicycle-safety purposes as a two- or three-wheeled vehicle with fully operable pedals, an electric motor of less than 750 watts, and a motor-only speed below 20 mph under the specified test conditions.
That federal definition does not create one national road-access rule. States decide how ebikes are classified for operation, and local governments or land managers may control sidewalks, trails, parks, campuses, beaches, and shared paths. The Class 1/2/3 framework is widely used, but the details, access rules, and license requirements can vary.

A product can be marketed as an “ebike” and still fall outside your state’s legal ebike category.
